Port Authority of New York and New Jersey Replacement Toll Collection System
Gannett Fleming’s most recent initiative with the Port Authority of New York and New Jersey (PANYNJ) is the procurement and implementation of their replacement toll collection system (RTCS). PANYNJ engaged Gannett Fleming to perform a complete analysis of the existing system as well as toll collection operations, including in-lane toll collections, toll house operations, audit, and reconciliation.
Our comprehensive analysis of existing toll collector and E-ZPass audit and reconciliation processes identified inefficiencies and desired process improvements resulting in a detailed request for proposal (RFP) for the RTCS.
What We Did
Gannett Fleming developed all technical parameters and requirements for the RFP as well as requirements to support All-Electronic Tolling (AET) as a distinct mode of operations in the traditional toll lanes. Testing requirements allowed for a demonstration phase during the procurement process, enabling PANYNJ to evaluate the vendors and their systems during the proposal process.
The three Staten Island crossings—the Outerbridge Crossing, Bayonne Bridge, and Goethals Bridge—went live with the new AET system and have successfully improved mobility in the region. Our team’s efforts continue with the oversight of AET rollout to the remaining PANYNJ toll facilities: the Holland Tunnel, Lincoln Tunnel, and George Washington Bridge.
